[Dshieldannounce] [Dshield] Possible problem with DShield.py

[Johannes B. Ullrich]

DShield.py might be using 2003 instead of 2004 for the year on the logs that
are submitted.  This causes problems....

If you are using DShield.py, please check to see if you have this problem.
