[Dshieldannounce] Scheduled downtime

[Johannes B. Ullrich]

DShield and the ISC website will be down for maintenance on Saturday
morning (March 19th). The total downtime will last for about an hour.
So far, the down time is scheduled from 10-11 am, but there is other
work going on as well and it depends on how well that is going.
