My guess is that your ISP is blocking those dynamic IPs so you are not getting
them.

Depends on what block-list you look at.  I know that both Hotmail and Yahoo get
on the Spamcop block-list.  A number of people complain when they can not send
email because the server their email is sent through is on the block-list, they
want the servers to be exempt because so many users are affected, it falls on
deaf ears.
