Matt,

You might take a gander at Password Safe / JPWSafe. You can 
create multiple safes and if needed store them online and or 
distribute them as needed (such as to an ops team).

I personally don't like the idea of the safe being accessible 
online but, I would think that an htaccess protected SSL enabled 
web server might be an ok distribution method. The encryption 
used for the safe is TwoFish, for more details see the links 
below.
