Bryan,

Our resnet switches have the ability to filter by ip address.  Furthermore
we can easily track down mac address's with the switching software.  If we
get a complaint regarding an ip address, I consult my arpwatch logs to see
if anyone stole it first.  This is obviously not foolproof.  A good solution
is replacing your gear with something that supports vlan by mac address.
However that is usually really expensive.

Has anyone had success with a product or technique for registering computer
before granting access University resources?  We spend a lot of time
tracking down the owner of infected or compromised computers. I would like
to be able to easily identify the owner/location of most machines on the
network, including roaming student laptops.  How do others handle this
situation.
