The OP asked about desktop printers, most of which don't do duplexing, 
etc. If all you're trying to do is produce a spreadsheet for the PHB 
that shows "yeah, it's really more expensive to keep buying Judy inkjet 
cartridges than it is to tell her to use the laserjet", then just doing 
(page_count / material_cost) will probably suffice.
