We have a similar system here at UW that integrates PS HR, PS Student
Records and other authoritative data sources into a campus directory service
that provisions Active Directory and many other things as well (often
indirectly). In essence, it's a home grown Id mgmt system. It includes web
pages for authorized folks to add and manage exceptional folks (like guests,
contractors, etc) as these data sources aren't enough to capture everyone of
interest. We have approximately 30+K current bona-fides in our Active
Directory and an additional 100+K users who are alumni and such (managing
stale accounts is a nightmare).

We had an audit not too long ago on Id Mgmt and were persuaded that we ought
to look at commercial products. To that end we're in the midst of replacing
our system with a commercial product. Rolling your own, or purchasing a
commercial product, is a substantial investment in labor, time and money.
