Just confirmed with Tenable on this.  Looks like if you use it to teach
about InfoSec, you can use it for free in your classroom.  If you use it
to security the network, you need to purchase.

I called because we are a non-profit that works on donations, so I
wasn't sure where we fell.  The announcement on July 15th will be more
forthcoming.  Most likely we will be required to pay for the feed, though.

In my opinion, it is well worth the money.
