I don't think you have anything to worry about.
The Explorer link of "C:\WINDOWS\EXPLORER.EXE /n,/e,C:\" simply opens a new
Windows Explorer window for C:\ with the folder list expanded.
mobsync.exe is one of the standard programs installed by Internet Explorer 5
(http://support.microsoft.com/support/kb/articles/q246/2/05.asp) Taking a
wild guess, I think it's something to do with synchronising offline content.
A page at http://web.ukonline.co.uk/cook/Startup.htm seems to be saying that
it is IE synchronising your home page. The previous link gives details on
how to disable it.
Motherboards don't usually retain dial-up details, although Phoenix recently
started some controversy when they gave users the option of connecting to
"PhoenixNet". Some details on this can be found at
It's unlikely that the BIOS has saved your ISP dial-up networking (DUN)
settings, though. Did you totally format your hard disk(s) before
re-installing Windows? If you simply did a re-install on top of your
existing Windows installation, then this will have retained your DUN
settings. This type of re-installation doesn't overwrite any existing
registry files, and the DUN settings are held in the registry.
On the issue of your PC seeming to perform multiple logon attempts, how is
this manifesting itself? It _could_ be something as simple as your email
package sending your POP3 password to the mail server...
If you want to edit the Registry, then you can use the "regedit.exe" program
by entering it into the "Start->Run..." dialog box. (If memory serves,
there's also a slightly improved version called "regedt32.exe".) ***BE SURE
TO HAVE A BACKUP OF YOUR REGISTRY BEFORE DOING THIS*** Full details on
