It is not easy for the FBI/NIPC to do it right. Issuing a
warning like this is always a high risk endeavor, just the
warning itself can cause the attack not to happen, or the
ISPs to prevent it at the onset.

The sad part about this is that DDOS attacks happen all the
time. Usually, they are focused on particular sites and ISPs.
But nevertheless, they do cause substantial harm. How long 
would it take you to switch ISPs if you bascially can't get
anywhere on the net? DDOS attack or not. Usually customers
have little sympathy. And all it takes is some stupid kid
messing with the wrong crowd on some IRC channel.
