[Dshield] Processing Slowdown

Over the last couple of weeks, the number of submission has
more than doubled (actually, it almost is a factor of 4).
As a result, updates have been slow lately. The database needs
a good tuning. Some of the lower priority processing has been
dropped back to allow for the more improtant processing to 
stay reasonably current. Right now, updating the geographic 
data has lower priority as it is quite 'expensive' and does
not provide as much value as the simpler reports (basic
top ports list).
