Please be aware of challenges of, e.g. following kind-

I have to admit that (as a non-native reader of the English language) I
do not understand what is meant by

"How do I specify that a certain address only send messages in plain
text format"

Does this mean that you would like to

a) That you prefer to receive emails sent from a specific address (by a
specific addressee) in plain text format?
b) Set that the emails you send to a specific address (addressee) are
sent in plain text only?

Question (b) has been dealt with (You've been given a labouring piece of
advice as well as a on-time-effort-only hint.)
Point (a) is still unanswered. Do you need an answer for that?

In my previous post I forgot to mention that HTML is the default text
format used by Outlook.

Please try to bear in mind that there are most likely more fellow
readers and authors than myself who have a more-fluent-command in a
non-English language. 

Hence, please do no get provoked for wordings that may be unintentional.
Also please feel free not to restrict your self expression but rather
use rich language giving us the pleasure of learning more.

Anyways, before I start a flame war about the most annoying help
system... Just double click on the e-mail address in the front page
of the contact info, it will pop up another form where your choices
will be clear.

Justin is right about setting certain addresses to plain-text in
outlook, but I'll be darned if I can find the option!  In Outlook2000
it was on the "front page" or default view of the contact.  Microsoft
has moved it in OL2002 and I'll be darned if I can find it.  Can
anyone point me in the right direction?

In regards to Outlook settings and preventing HTML on this list:

You can also set Outlook to send plain text to individual addresses
(like list at dshield.org).  This way you can send HTML mail to anyone
you like, except this list, and hopefully, me.
