I'd offer you more rope, but you seem to have enough.  Ok, given:

	a) None of APNIC, ARIN or the RIPE NCC have any resources or
	   duties regarding network abuse, beyond their own systems and
	   policies defined by their members.  You can elect to receive
	   this information in another format, but it will be the same
	   answer.

	b) Previous messages received from dshield.org by the RIPE NCC
	   have either been errors on dshield.org's side, or errors in
	   the RIPE database.  In all 8 such cases, the problem was
	   responded and dealt with by RIPE NCC staff, with no further
	   response from dshield.org received.

	c) Messages received from dshield.org by APNIC Pty Ltd whilst I
	   was employed by them were of a similar nature, resolution and
	   number (few).  Note that this is from memory.

	d) Messages generally received by the RIPE NCC or APNIC Pty Ltd
	   that are complaints about network abuse are 98% of the time
	   misdirected, 60% of the time rude in nature, and 70% of the
	   time we hear nothing further from the complainer after
	   responding.

I find your statement 'very little is being done about hacking from APNIC
or RIPE' rather incorrect and mildly offensive, as you seem to wish to
direct your blame towards the organisations that maintain databases,
rather than solely the contact addresses within these databases.

By the same token, 'that accursed ARIN keep sending me hundreds of spams a
day, I'd better block all their IPs and anything else not in my regions
like {1-42,44-60,63-79,82-127,197,199-201,204-209,214-216,221-255}/8 to
make sure!'.
