[Dshield] Ping Problems

Wouldn't you expect someone that has guaranteed to stop doing this to honor
what they said. After the first request they should of stopped. It's like a
telemarketer after you tell them to remove you from their list, you expect
it to stop, when it doesn't stop, it gets annoying.
