As far as I am aware, it is NOT illegal to scan ports in Kansas. The
illegality arises when you actually use the information you obtained for
nefarious purposes. I've been told that it was 'borderline' illegal, but
without having it written down somewhere, that means absolutely nothing. You
would be hard pressed to prove illegal intentions simply by witnessing,
observing, or capturing the activity of someone scanning ports on your
system. Now, repeated attempts to gain access through one of the ports would
certainly be a different story. Checking to see if someone else's door is
locked isn't a crime, but trying all the keys in your pocket on it would
most certainly be.

As far as I am aware, Port Scanning is Not illegal in the UK at present
either.

Port scans are illegal?    Since when?   What laws?   State?   or Fed?
if state,  which state?   And what does "SC" mean?
