[Dshield] Unable to submit reports to DShield.org

When trying to submit reports to DShield.org using VisualZone, I get the
following error message:
Connecting to mail.dshield.org.
Status: Resolving hostname mail.dshield.org.
Status: Connecting to 220.127.116.11.
Status: Disconnecting from 18.104.22.168.
Status: Not connected.
Socket Error # 10051
Network is unreachable.
An error occured while trying to submit the intrusion report to
reports at dshield.org.
Please check your internet connection and verify that the DShield settings
in the VisualZone configuration window are correct.
When I use the DShield Universal Firewall Client, the submissions seem to

However, I am receiving no feedback from DShield, no Daily DShield Report,
no submit confirmation, nothing. The last daily report that I received was
on the 23rd of June.

My ISP has changed it's SMTP server from smtp.verizon.net to
outgoing.verizon.net, and now requires authentication. And, it seems that
none of the client programs are setup to do authentication. Changing the
Outgoing Mail in the clients to mail.dshield.org doesn't seem to work properly.
Any ideas? Other than a change in ISP. Where do I start looking for my
errors, or other problems?
What file(s)/info would I send to reports at dshield.org using my regular
e-mail program and e-mail account? (Should be the way that I have to go.)
