Without question the users would revolt! Never would consider making users use GMT.

Also, someone mentioned file/login time zone dependencies that are problems for windows. In Unix, all times are stored in GMT (such as in file INODE tables and in accounting files) so that when someone sees a change date on a file, it will always be local time regardless of which time zone the change was made in. Same for login/logout across time zones.
