Have you tried Kiwi Syslog Daemon?
http://www.dshield.org/clients/kiwi_setup.php

If that works, then you should be able to use our CVTWIN to convert and
submit logs to DShield.  http://www.dshield.org/clients/cvtwinfirewalls.php
