Why does the lack of an MX record mean you are not a valid mailserver?

MX records denote incoming mailservers, not outgoing mailservers, and are 
as such irrelevant.

On the spamtools-list I'm subscribed to there are people talking about 
overloading MX records to do such things almost like you describe.
