Did you read the part on the PGP Freeware page that says:

"Does not provide plug-in integration with Outlook, Outlook Express, or
other email applications on any platform"

Perhaps you were implementing it wrong.  Somehow I doubt that PGP
would offer a freeware version that they made you pay for on the
backend, I am sure more people would have complained about it by now.
