[Dshield] Raynote appealing for ISP commonsense

The problem is that there are too many ways to tell. And nobody
can agree on a particular one. Like it happens frequently, SMTP
is an entrenched, but broken, standard. Its extremely hard to
change anything about this.

I guess to some extend its not broken enough yet for people to
just scrap it and start all over again.
