[Dshield] time check update

Thanks for everyone that participated so far. The first
results look quite good. A quick summary:

62%: 1 second or less
12%: 1-5 minutes

the remaining 25% look like they use a bad time zone
setting as they all have a difference of either 1 hr
(daylight savings time?), 4 hrs, 6 hrs or 24 hrs (one
user so far).

The total number of users that tested the time offset
so far is still small. As an added incentive, I will send
an email to currently active users which are also 
part of fightback, and a free t-shirt will be given to
a randomly selected user ;-) (people that already 
participated will be eligible for the drawing as well,
even if you don't get the invite email)
