This might be better accomplished using daemontools. With it you can
supervise a shell script that establishes the tunnel. If the tunnel
fails/terminates, the script ends and supervise will then restart it. At
the end of that script you can even have it send off an email letting
you know that the flap occurred.

daemontools is one the best "least mentioned" tools out there.
