Thanks for the clarification. Can I get a further clarification?

If the user does not have automatic updates turned on, would they still
be able to go to the website using Windows Update to get and apply the
critical updates?

It's my understanding the WGAVT doesn't prevent security patching, but 
does prevent upgrades and new services.
