I would agree. I would anticipate that a "hands-on"  certification would
bring more value to the organization and to the individual. I have
interviewed a number of individuals who hold certifications based on
just testing. Unfortunately, those individuals lacked the technical
skills to qualify and work in our organization. In many cases "Book
Smart" just doesn't cut it. You have to "talk the talk" _and_ "walk the
walk". Especially if you're trying to achieve credibility among IT
departments, IT divisions, etc.

I think a "with-practical" and "without-practical" certification should 
be offered.   (and it should be listed as such on the website and on 
the certificate.)  For those that would like to attempt to reach the
prestige of being certified w/ practical, they may do so.
