[Dshield] isc down

It cranked back up here at work.  Guess I will annoy Joel Esler some
this morning.  For those in need of a really good laugh

It appears the US Gov is going to try to threaten companies that
pulled a Sony with a threat of "legislation or regulation".   Now that
my fifteen minutes of hysterical laughter are over with,  I think I
might be able to get back to work.  Especially since ISC is back up
and keeping me company.
