Looking at the XP patch and Windows CE registry changes, I compared it
with the W2K registry. It will be simple to create your own patch using
the Hex values from Win XP for Windows 2K and NT. I don't know about
anything below that.

Here is an article on how to do it manually on Windows Mobile devices.
http://support.microsoft.com/kb/923953

Just take the TZI Hex Entry in the registry and modify WIN 2K to reflect
the same info.

Example

(Windows CE)

HKLM,SOFTWARE\Microsoft\Timezones\50, TZI, 0x00000001,
f0,00,00,00,00,00,00,00,c4,ff,ff,ff,00,00,0b,00,00,00,01,00,02,00,00,00,
00,00,00,00,00,00,03,00,00,00,02,00,02,00,00,00,00,00,00,00 ;GMT-5
Eastern US

(Windows 2000 would be)

HKLM,SOFTWARE\Microsoft\Windows NT\CurrentVersion\Time Zones\Eastern
Standard Time, TZI, 0x00000001,
f0,00,00,00,00,00,00,00,c4,ff,ff,ff,00,00,0b,00,00,00,01,00,02,00,00,00,
00,00,00,00,00,00,03,00,00,00,02,00,02,00,00,00,00,00,00,00 ;GMT-5
Eastern US

I haven't tested this of course so there might be other keys that need
to be changed but I am sure it's feasible to create your own patch based
on this and watching the registry entries that Win XP changes. You can
search the current registry for all instanced of the current HEX Values.
