Mary - there is a cmte of the Educause Task Force on System Security
specifically on 'Campus Policies' -- see http://www.educause.edu/security
under Committees->Campus Policies.

Note that there is also a group on Cornell which puts on a symposium 
each year (the Computer Policy and Law annual semianr) on campus IT policy

It went through a number of versions, iterations and a long process. A
number of different folks (both IT and non-IT) contributed to it over time.
