Blocking 25 doesn't stop anyone from popping.  Pop uses 109, 110, 1109.
Blocking 25 outbound stops people from *sending* mail via an off-campus
server.  Besides your own users who have accounts on other systems,
there are also visitors with laptops who will be inconvenienced...
