I would use the Center for Internet Security's Linux Benchmark scanning tool 
and document. It's free at www.cisecurity.org and gives you a "normalized" 
score out of 10 so it's easy to measure compliance. It's a consensus list of 
security items and Jay Beale (one of the Bastille developers) had a major part 
in it. It's saved us a lot of time.

They have similar tools for Solaris, W2K, Win/NT, HPUX, CISCO.
