Even if the URL returned an actual stylesheet, the core issue at stake
would be true: Web bugs don't need to be images; any external
dependency can be used as a Web bug.  There isn't really anything
terribly new about this -- external JavaScript, Java applets, etc.,
have had similar effects for years, though I suppose that plenty of
people have assumed that Web bugs were necessarily invisible images.
