That said, do any list members know of a freeware windows secure ftp
service for the server side?
I have found several commercial ssh FTP products but none are freeware /
shareware.

This may be more complex than you wish but what about a SCP solution?

WinSCP is a freeware program and the interface is very much like Windows
Explorer.
By default it will also intercept scp:// links from a website.

The only thing would be running a SSH server that would support SCP.

Just a thought.

WebDAV over HTTPS comes to my mind. Windows users shouldn't need any
special clients. I'm not sure what you can use as a server because the
only WebDAV implementation I know is the Subversion. 8->
