There are a few pieces of incorrect information here. As I noted in a
previous post, UDP source port 0 is perfectly legitimate. Secondly,
"client" is a vague concept, but in the historic context that you're
using, you have to include 1024 as well. Lastly, IANA manages all port
numbers, that is why they are called the Internet Assigned Numbers
