I've seen streaming video do this. I don't have a comprehensive list,
but I'm sure one could find a few examples by searching around lists,
newsgroups or the net.

No. I'm not the person to ask, but I believe the basic idea is that
IANA performs all it's traditional numbers management functions under
authority/contract from ICANN.
