[unisog] Free SSL certs for .edu included in browser distributions

We use IPSCA certs a lot due to the free like beer situation.

I've had no problems with them unless a user is running an ancient browser
in which case the errors they receive are similar enough to self-signed
certs (also in use here) to not cause much of a support headache.

I've not used their wildcard certs.
