(Private) Universities are rarely required to spend money on
any particular thing.  However, many choose to do so in
order to acquire other things they desire, such as (continued)
federal funding in other areas.  Title IX is one of the best
remembered examples of a federal law that has had a
significant impact on how Universities spend their money.
Accepting federal funds/contracts always come with interesting
requirements.  Those with the gold, rule.
