[unisog] AUPs re FTP and Telnet

The University of Colorado at Boulder restricts the use of any
non-encrypted authentication on its network - therefore FTP and Telnet
are not typically allowed.  I believe you will be able to find more
searching through the site www.colorado.edu/its and looking for
policy/security links.
